U.S. ALLOWED SCUD C MISSILES TO REACH LIBYA

LONDON [MENL] -- The United States has permitted North Korea to ship Scud Cmedium-range missiles to Libya. European intelligence sources said the Bush administration ordered aNorth Korean shipment of 15 Scud B and C missiles to arrive in Libya inearly 2003. The sources said the shipment had been seized by a Spanishwarship in December 2002 as part of the military buildup against Iraq andefforts to stop Al Qaida's flight from Afghanistan.
