U.S. Again Excludes Israel In CI Forum

WASHINGTON [MENL] -- The United States has again allowed the exclusion of
Israel in a Western-sponsored counter-insurgency forum.
Officials acknowledged that Israel, deemed as a leading expert, has been
excluded from the second major Western CI meeting in as many months. They
cited the Global Counterterrorism Forum, which took place in Spain on July 9
and which included many countries in the Middle East.
