IRAQ STRUGGLES WITH POOR EQUIPMENT

WASHINGTON [MENL] -- Despite attempted reforms in the Defense Ministry, the Iraq Army continues to struggle with inadequate platforms.

A report said the Iraq Army has failed to overcome difficulties in procurement amid widespread corruption. The Washington-based Center for Strategic and International Studies said many of the problems stemmed from aircraft and combat vehicles purchased through Poland, a NATO member.

"If the U.S. wants out of Iraq in a way that produces lasting regional stability, however, then armor, artillery, mobility, IS&R, close air support, and a large range of support assets must come in," the report said.

In June 2005, the ministry ordered 98 BTR-80 up-armored personnel carriers from Poland. The report said the deal encountered a year-long delay, and the first of the vehicles began to arrive in September 2006.
