Sudan has succeeded in breaking out of its isolation. Khartoum has improved relations with neighboring Egypt and Libya as well as the United States. Sudan has bought Chinese and Russian aircraft -- some of them through third parties -- and uses Chinese mercernaries to fight the SPLA.
