Turkey is beset by the worst fiscal crisis in decades. The lira has been plunging against the dollar and even the billions of dollars in loans provided by the International Monetary Fund are not expected to turn the situation around. This will affect Turkey's ambitious military modernization plan. Already, 32 projects worth $19.5 billion were suspected in 2001. Only vital projects are being launched. These included the upgrade of the F-16 fleet with new electronic warfare systems and the upgrade of 170 M-60 tanks. The economic crisis has led to rising unrest. Islamic opposition is not new to Turkey. But the middle class and merchants are growing increasingly angry. This portends a major threat to the government and regime.
