Libya has renewed contacts for military modernization. Tripoli has been
holding talks with its former Soviet suppliers in Russia and Belarus for the
upgrade of tanks and aircraft. Libya doesn't have a huge budget and, indeed,
owes Moscow billions of dollars from previous Soviet sales. But Libya is
offering Russia drilling and exploration rights of energy in the North
African country.Tripoli is also obtaining intermediate-range missiles. The main supplier is
North Korea. Libya has obtained No-Dong intermediate missiles from North
Korea and Russia has also been talking to Tripoli about missile components
and technology.
