Sudan has succeeded in breaking out of its isolation. Khartoum has improved
relations with neighboring Egypt and Libya as well as the United States. The
Islamic militant wing in the regime of Sudanese President Omar Bashir has
been suppressed. Now, Khartoum is turning its attention to winning the civil
war in the south against the rebel Sudanese People's Liberation Army. Sudan
has bought Chinese and Russian aircraft -- some of them through third
parties -- and uses Chinese mercernaries to fight the SPLA.The key for Bashir is the development of a major southern oil facility that
could bring in billions of dollars in revenue a year. This is the major
target of the SPLA.
