The United Arab Emirates plans to have the most modern air force in the Gulf
with the $6.4 billion purchase of 80 Block 60 F-16s. A key concern will be
training and deployment of the aircraft, which will begin arriving in 2003.
The emirates has a huge problem with military and technical manpower. At the
same time, the UAE has been on heightened alert for Islamic unrest amid the
U.S.-led war against Saudi fugitive Osama Bin Laden. The UAE was a longtime
supporter of Bin Laden as an insurance policy against Islamic insurgency.
